I think she will grow out of it. It's common with small breeds, but it happens more when they have been holding it for a while. Just try to get them outside and try not to talk like you're excited to see them, it makes them even more excited to see you! Then when they pee outside, go nuts and treat them. Bailey did pee on Suz's feet when he met her! My mom's cooker spaniel did it ALL of the time, almost every cocker spaniel I have heard of does it.
