It depends what kind of hernia you have.

An umbilical is just that, at the site of the belly button, can be genetic but can also be caused by the mother pulling to hard when she cuts the cord which is why most breeders do the cords themselves.

Inguinal hernia is in the loin area and is very genetic.

Testicular hernia is in the male dogs scrotum and is very genetic.

All 3 can strangulate and the pup or adult can die.

When they are big enough, I would immediately do surgery. You can not let them go into a pet home until it's been repaired as the pup could die on the new owner before it's repaired. Might as well spay/neuter them while they are doing the surgery also. If I had one I would get them up to 2 lbs and do the surgery. Once surgery is done then there is no further problem with it. But I don't recommend breeding lines with hernias.
