I ran in to this same problem several years ago. We did not have the problem with pets, ours was they wanted to raise our rent like $300 more than what we were currently paying at the time. Of course, I was like "Heck No" I am not paying more money just because the management/landlord changed. So I started making phone calls to the TX apartment association and other mangement companies, and found out here in TX, by law they have to honor the current lease until it is expired, then they can have you sign a new lease but not before.
