My only concern with the young girl is whether or not she's allowed to have animals in her apartment. She may think she can sneak one in, but what if she gets caught and the landlord tells her to get rid of it or move. Or what if for some reason she moves to another place where dogs aren't allowed. That concerns me more than her age and long hours. I don't think the long hours are necessarily a problem if she can come home and lunch and such.
