If she is tangling and jumpy, I would just shave her down. She needs to get used to brushing but definitely not with mats as that can end up making them hate it. If you don't want to do that, you can also put a comb under the mat and then cut the mat out....the comb protects from cutting the skin; but, I believe shaving that cotton coat off is best.
