Are they obedience trained? If not ... go back to square one puppy training starting with crates and good obedience training until both have excellent recall and commands and recognize you as the pack leader ... If they recognize you as the undisputed leader ... they should not be fighting for alpha position which helps a lot and gives them the security they crave as well ...
The alpha theory has been debunked. A dog can not see another species like a human as alpha. Dogs don’t even see each other in the same alpha way people like to say. Generally the oldest is top dog but in a situation of 2 the same age or close in age it becomes a more difficult situation and why you can end up with sibling syndrome.
