All I can say is until they have figured out WHY so many yorkies are getting PLE and even PLN, I would not purchase a yorkie from a breeder who had puppies who ended up with it if they were still using the same breeding pairs. The stats are there.....the genetic markers are not but I believe will be.
You are correct about good breeders....but it has always been the case. Bad/irresponsible breeding has always been more prolific than good breeding. It just takes time to find the good ones.
