Make sure every time he pees on her, in
firm tone tell him "no pee-pee on sister bad boy" use the same words of correction all the time and don't coddle him or look at him, he has to see you are displeased with that behavior. Yorkies love to please their humans, if he sees peeing on his sister does not make the momma happy, this can help correct his behavior.
You didn't have him that long for him to be that jealous, usually if you have just one dog for 2 or 3 years there's jealousy. I hope my suggestion helps you. Please keep us up-dated.
