Is your male actually urinating on your females body or, is he peeing on top of her pee? If he's peeing on her pee, he's only marking, nothing to worry about. If he is actually urinating on her body you may have to seek the help of a dog behaviorist.
Are they pad trained, or do they make out doors?
In either case, if that was my dog actually peeing on the females body, I would tell him NO pee-pee on sister, pee-pee on the pad or where ever their potting is (pad or out doors). You must be consistent, everytime he pees on her body say the SAME WORDS. It may take time to get him to stop. Is he neutered, is the female Spayed.
