Poor little ANnabelle! I know you are doing everything you can! This morning after I fed Bitsy's pups, I had her onesie on and I put on a little pair of panties over her onesie (the ones we used when she was in heat---you can get them at Petco or Petsmart) and put it on snugg, not too tight, but snugg enough so the pups couldn't sneak up the leg hole, and it worked great! I was able to walk out of the room and clean up without worrying that the pups would find a teat to nurse on. Just thought I'd share.
