Dogs are generally allowed in most outside areas as long as they are leashed. We have parks that are called dog parks where there are fenced in areas for the dogs to run off leash. I don't know if it is different there but here a lot of people don't train their dogs and there is a high chance of a any dog but definitely small dogs getting hurt by bigger dogs when off leash.
