Some are very hard to train. What is suggested for those that are not getting it at that age, is to go back to square one, just like they were puppies. Keep them confined and watch them when they aren't. I don't believe it is ever too late. And especially with moving into a new house, he won't have his favorite places so it's a good chance to start fresh.
