When buying a puppy, weight as an adult is a roll of the dice. Even if you saw the puppy's parents that's not a guarantee your baby will be the size of the parents, no breeder can guarantee the weight a puppy will be as an adult. It's a wait and see game.
I saw in a post of yours, you are making your puppies food. Puppies need well balanced food for proper growth, strong bones and muscles. I didn't see where you are adding supplements to your recipe. Supplements are necessary to ensure puppies get the vitamins their bodies require for proper health, growth and nutrition.
Did you check with your veterinarian before feeding your baby this recipe. If not, I would definitely do so, sooner than later. A puppy's growth depends on the foods they eat.
