Oh yeah definitely you as the buyer have to really put your work in and decided what is important to you and with the breeder you choose. I think a huge issue is that people want what they want when they want it so they would rather gamble the chance with a bad breeder then put their name on a list with a good breeder and wait several months or sometimes a year. With lots of people having to stay home they want puppies now too.
