Reggie is 3 months old and I've noticed that even though he's happy to see me, I don't talk in a loud, excited, high pitched voice and he doesn't pee with me. However, when my mother-in-law or sister-in-law see him, they immediately start with the high pitched voice and he pees on them every time. Your dog may be reacting to you the way you react to him. Try being calm when you first see him until you get him outside and then get all excited.
Not sure if this will work... just making a suggestion based on what I've noticed with my furbaby.
