I have one for my 12 pounder. When the stroller was deliver I put my guy in not knowing what his reaction was going to be, he was then 6 years old. I put his harness on and clipped the tethers to it, I didn't need him sky diving out of. To my amazement he stayed in it. I walked through the house, smooth surface, then out on the deck, rough surface. He was fine, he enjoyed it. The next day I drove to a quiet area in town. Put him in the stroller tethered, now he was eye level with all the stores, a new experience for him, he sat like a king on a throne, he was mesmerized by all the sights he could now see. Most of the street corners were low for wheel chairs, some were not, I found it difficult to get it up onto the curb. I guess I need more curbs for more practice lol.
