The railings sound terrifying...one fall could be the end. I would gate the stairs to prevent him from using them at all...up or down!
I don't know if I told you but several months ago Ollie fell halfway down our wood steps inside and it scared the complete crud out of me. Luckily he was ok but I do not allow them on the stairs anymore. I don't know how he didn't break a rib rolling the way he did but I felt very very blessed. He on the other hand thought I was nuts checking him out and constantly staring at him. Stairs really scare me now.
