The railings sound terrifying...one fall could be the end. I would gate the stairs to prevent him from using them at all...up or down!
I always (try to) keep all the stairs inaccessible (one has a door that I keep closed, one is gated, two are outside). However, I’m not always home, and I don’t trust that everyone in the household is as fanatically careful as I am — which is one reason I have tried to teach him how to navigate stairs safely. I’ve given it up for now, though.
