Have you tried boiled boneless chicken cutlets not mixed with rice,hand feed if necessary. Chicken cutlets are very bland for stomach issues.You can try sprinkling some grated Parmesan cheese over their regular food, the smell of the cheese usually perks up a dogs appetite.
As Bluebell has pointed out, you haven't posted much history so kinda hard to offer up suggestions.
A 3 lb baby has a tiny stomach so they don't eat a lot of food at one time. If he / she is not eating what they normally do a vet check is a must do.
