The more I think about it Penny wasn’t much into cuddles until after a year. I rescued her at 8 months old. Now she likes to lay on laps and right up next to you. My now passed Callie who was about 4 months old when I got her was a huge cuddle bug and liked to sleep on chests. I could have her asleep on my chest and eat a full meal. Joey who we got after having 2 homes before us at 9 weeks was always sleeping on my chest and still does. He is the hugest cuddle bug but more with me then anyone else. It must be also a personality thing and with rescues it might just take more time to trust.
