You’re right, there isn’t an age law in NC. But local AC officers have told me that it is illegal to sell a pup which is “too young to be vaccinated.” Unfortunately, that’s too vague for them to enforce. The pup doesn’t have to be vaccinated, and the pup doesn’t have to be old enough for vaccines to be effective, just old enough that it’s not harmful. So their hands are tied.
