I'm so sorry she is having so many problems.
I asked my vet if he had to turn me in and he said for all he knew Piccolo got her vaccine from another place. It clearly says on the vaccine packages not to give if they have health problems. I did titer once, so perhaps you could do something like that.
As I said before, I am not anti-vaccine at all, but sometimes you have to think out of the box.
