We're not diagnosticians even if we could see her behavior and your little dog sounds really miserable. Dogs usually spend their time stretched out resting, sleeping, watching us from their recumbent position, eating/drinking, playing,pottying, interacting with us and this doesn't describe your dog. Could be licking feet from utter frustration due to severe itching(as stressful as pain) or pain, illness or injury, not knowing what else to do to relieve her stress. I'd be at the vet now, even if it had to be an ER vet.

Please don't delay getting her professional care. You're the only one who can get her to real help from whatever is wrong.
