If your vet is not licensed, does she have any type of oversight agency who checks on her credentials, training, experience in veterinary care, her skill at veterinary care and tries to prevent just this type of bad faith vet business practice, keeps tracks of her CME, requires she meet certain criteria every so often to re-certify her to keep treating animals, before ever touching any helpless pet in your county or state? If so, official notify her in writing that you will register a formal complaint with that agency.
If not, check with an assistant D.A. for your city or a lawyer to see what you can do. And yes, tell your credit card company what happened and see what options you have with them.
