i dont use a collar on Sirius because i heard they can cause problems on their little throats. here is a link to a thread that talks about it a little:

I use a harness [even though it took a while to figure out the right way to use it!!] its much gentler on him and i think alot of other yorkie owners use them instead of collars. She is probably scratching at it because she wants it off lol. siri used to do that to his clothes but now he is fine with them..
