Maryland is really dog friendly. At least the Annapolis area. Also we are close to Alexandria VA, they even have an indoor dog friendly art museum. We always call first and ask but Jackson is very well behaved and on leash. Thus far, he and Lola my other dog have been welcome in:

Marshalls
TJ Maxx
Barnes & Noble
Ulta Beauty
Sephora
Bath & Body Works
Anthropologie (clothing store)
H&M

Many small boutiques, almost any farm/tractor supply store, Home Depot, any type of auto store is usually happy to have dogs.

Just make sure your dog is well trained and ready to be in public. It's always the ill behaved dogs that ruin for the good ones... do not allow yapping/barking, pottying in the store, whining, etc.
