Ppl that love their animals and consider them family do not put their animals life at risk. They do all they can to keep them safe. A dog that has never ran free does not know what its like, so a dog can't miss what it never had.
You make all choices for your dog, if you want to gamble and take the risk then do it. I just pray when you have small children your thoughts about "risk, safety and life" have changed.
