I've watched Dr Jeff's programs and yes, he works in low income areas where dogs are in abundance. I appreciate his willingness to go to these areas and spay and neuter the dogs that need it. I've seen shows where he went to Mexico and did this at no charge to help reduce the population of dogs that have no owners.
