I have never heard of a vet insisting / demanding any dog they treat must be spayed or neutered. I am all for spay and neutering for eliminating health issues down the road especially with intact females. If this vet spays or neuters while he is performing a surgery I hope he gives a big discount for that procedure especially if he is located in a low income area, ppl in low income don't have money to spay or neuter, and most likely why their dogs are not fixed. I am sure in a low income area his fees must be very reasonable, if he is, a lot of ppl will use him and will do the procedure, that's a sure fire way to get these dogs fixed.
