Hawks are a protected by law bird. If it is found that you killed one, even if it had your wee little baby in it's claws and killing the hawk was the only way to save your precious baby you would be served with a hefty fine.
One of our members faced this very thing, her little yorkie actually killed the hawk that was attracting him, she was going to be fined as the one that killed the bird.
