We DO have a large pack of Coyotes around here. We hear them 'sing' and we hear them 'scream'. Both are unnerving.....but that screaming sounds like women screaming. And they do it for long amounts of time.
Coyotes will use one of their own, 'bitch in season', to lure out male dogs.....to kill them. Coyotes and Fox are VERY Clever and wild animals/animals live by their own rules.

I think a fox is far to skittish to take on a dog. My Yorkies are not tiny either so unless it had rabies I think we are ok here. We also have a lot of rabbits in our yard that we deal with because they are more natural prey and animals will go after them before my pups.
