Don't recommend using a collar because they can get caught on something and choke a little one. I use Buddy Belt harness. They are a little costly but well worth the money and the security. They are impossible for your little one to escape and get out of the harness and they can't choke. I've actually picked Gidget up (she weighs 5lbs) by the harness and no harm done.
