Can you gate her in a small area in the home? I keep mine in the kitchen and they are very comfortable.

I tried kenneling when I first got Thumper but he and his brother would pee in the crate. I found they preferred to be gated where they had some room to roam but not the entire apartment.

I find my two dogs will revenge pee when I step away from the apartment (like when I go to the laundry room or take the garbage outside)

Also I find that they are calmer when they are together. If I take one to the vet by themselves they are not happy and will pee and poop away from the pads. They need to be together and they are fine.
