First I had to look up what the conversion of Fahrenheit to Celsius. 35 sounded so warm compared to 1.

We've taken ours out in minus -1 to -3 which would be 30.2 to 26.6. But they are big Yorkies are wearing coats and one of them mostly rides the mobility scooter, while the other runs.
Caleb won't get out of the mobility scooter, (he'll cuddle to my leg) if anything is falling from the sky, rain, hail, snow..

Pip goes a little stir crazy when she can't get out, even though they use a treadmill when we don't go out. She wants to run every day.

It gets a lot colder in the states than here, so you must deal with dogs indoor more than us. How do they do when stuck in for long periods?
