I’m not sure why they would say using propofal is an off label use because it’s the most commonly used drug when putting dogs under anesthesia. I would just send a letter of an email to whoever is in charge of that stuff. Over here in the US we have the FDA and you can report things on their website. I definitely like you think it needs to be reported.
