My vet told me in detail what causes it in many small breeds. It has to do with the soft palatte. Because they are smaller dogs they tend of have smaller soft pallates and sometimes they can be a little too soft or under developed which causes them to go into these reverse sneezing fits. Gently hold their muzzle and give an abrupt short breath of air into their nasal passages. This should help stop it. If their mouth is open then just closing it will sometimes help if not do the above. I hope this helps ya'll.
