Have you tried really over feeding him a bit so he’s really, really gotta go, wait to walk him long as you dare, till he’s dancing with urge, quickly walk out front until he tries to go, and then make quick turn down and back, right into your backyard with him on the leash, walking him normally as you do on lead but around the back yard until he hopefully goes? Could be he’s got the notion he should only go during a walk on lead as that’s the way he’s always done it all his life, doesn’t’t know there’s another acceptable way. And use those potty words you’ve taught him to associate with pottying just as Joan suggested when you think it’s ‘go’ time. If he goes, serial treat him several of his favorite treats & happy-dance praise him, saying ‘gooooood potty’ or whatever your potty trigger words are, emphasizing ‘good’. Keep at it until he goes out back on the lead as he will eventually get the message if you are happy, upbeat & determined to help him learn new potty habits.
