I think it’s a mistake to think that breeders who work very hard for a very long time to develop their lines would want no one else to use them. Generally speaking, I believe that’s not true. Many breeders who have something very good realize that they have a responsibility to the breed to get those genes out there. Not necessarily to the point of flooding the whole gene pool or anything like that, but I think many breeders understand that it would be wrong to say only they can have what they have. Certainly I do know there are some breeders who will never give breeding rights to anyone. And even take it a step further by saying that their dogs are not to be bred after they die. But, in my opinion, those breeders have completely missed the boat about the purpose of breeding.

Breeders do generally want other people to breed their dogs and they’d love to think that they helped to contribute to the overall improvement of the breed. Many of them seem to even have a huge interest in seeing even a beginner. They might even have an interest in becoming a mentor. And would love to see someone build on the progress that they themselves have made.
