If your vet warns you not to take him outdoors why would you even question your vets orders. No puppy that is not fully vaccinated, has had their last vaccine should be outdoors walking were ppl and other dogs and animals have walked. He can get Parvo from soles of ppl's shoes if someone walked on infected area. There are squirrels, mice, rats, and other rodents on streets, sidewalks, grass that can carry rabies, why would you even chance it. All vaccines are given and finished when puppy is 5 months old, that is when outdoor training begins, NOT at 9 weeks old. Always listen to your vet or chance losing that wee lil baby, your choice.
