Default Potty training and going outside

Hi guys My Loki is 9 weeks old and has just had a second jab. The vet warned me not to take him out for the next two weeks, which is understandable, but is that really a must? It spoils our efforts to teach him going potty outside, he was doing so well. We didn't take him for long walks, just a quick pee outdoors, on the grass, and I carried him back home before. I am just worried now that if we suddenly change it to a dog mat indoors he will stop wanting to go outside to do his business. Two weeks is a long time for a puppy. I live in a block of flast on the ground floor, full of neighbours' pets walking around and I would gladly just take him for a quick pop out, pee and back home, but I am scared I may jeopardise his health. Do you have any experience? Thanks for any hints
