Default Going Blind and getting Collapsing Trachea - just 3 years old

In August of 2018, I lost a 4lb 3year old Yorkie to a severe Collapsing Trachea issue. Now his sister Lily has been diagnosed with PRA - Progressive Retinal Atrophy - and will be totally blind in 18 months per her eye doctor. - I did an Embark DNA test after Luke died and found out Lily had two genes which cause this -this means that both of her parents carried the gene.

Our hearts haven't even begun to heal from Luke and now our other little one is facing both these issues. I spoke to the breeder about this the other night and she said she wouldn't pay me anything because of Lily (only 3 lb) and her going blind wasn't such a big deal because her daughter had a dog that went blind at 3 and does okay. - just what I wanted to hear. Lily has also started showing signs of CT.

Does anyone have any advice about the PRA - with what we have gone thru with Luke and our previous Yorkie, am well versed in the CT - but this PRA is something completely new to me.
