It's very common when you have an only pup / dog and bring home a new puppy / dog your dog will not fully accept it right away, after all, it's been her home. Do not force Roxie on the new kid, let her go to him on her terms her time. Make sure Roxie has a safe haven, a place she can get away from Tucker. It can take 2 months before Roxie will fully accept Tucker, or it could be a matter of a few weeks, each dog id different. But, the will become BFF, it just takes a little time.
Always make Roxie first for everything, first to be patted / greeted when you come home, first to eat meaning, her food bowl goes down first, first to get a treat, show her she is still # 1 and has not been replaced. Spend special time with just Roxie, like a little walk, just you and Roxie, this will eliminate any jealousy Roxie may be feeling.
Tucker and Clara get along because they do not live together.

It "will" work out and they "will" be BFF, just do not rush it.
