Default Over babying?

So I wanted to get yalls opinions on this. Ollie is the baby. He came to me with like no socialization and very shy. I have done two different types of puppy classes with him but he still a bit shy outside of the house. At the pet expo he was not comfortable walking with all those dogs and people so he rode in the stroller with Callie and was supper comfortable in there. Well we went to the vet, it was Ollie, Joey and Penny and he was his little shy self even in the exam room. He stands on his back legs and puts his paws on me when he wants to be picked up so I picked him up and held him. Well my mom keep telling me to put him down and let him walk around but when I put him down he just sat under me. I also carried him out when we were checking out and sat him on the counter and he laid down and my mom fused at me again. Is it really that big a deal for me to baby him a bit when we are out if it makes him more comfortable? I don’t pick him up all the time at home when he does it just when we are out. Isn’t him being comforted in my arms making it a better experience then making him shake on the floor?
