I like your husband's idea...... wish all your neighbors would do it - We should have everybody here on YorkieTalk call them...and write them .. and and and and ....!!!!!!

And - don't hesitate to call the police. I have never called them to report anything in my life - but, I think you have a good reason to call them.
Probably, they can't do anything - but they might tell you who you can call.
