That much vomiting with diarrhea is not good. With a small dog that can very easily dehydrate them. When my 16 pounder has what your describing and goes to the vet she is dehydrated and requires fluids so I imagine a smaller dog would be even worse. This might not be what you want to hear but you need to get him to the vet. My pups always come first I have taken several on emergency visits when I have had the flu, when I was unable to shower and so on.
