He seems to think he can raise it on anything inside. My Maltese never did. Pee pads are not recognized as a potty place either. I am taking him outside and repeating "go potty" almost every hour. I give him happy sounds and a treat when he does. Then there is the problem that he is frightened by any noise. That includes especially the hair dryer!!! I have bathed him twice in the kitchen sink--with me soaked each time , and as gently as possible tried the hand held dryer for just a little minute after as much towel drying as possible. He goes wild!! We are trying really hard to get him used to normal sounds around the house and yard.
I don’t know anything about Biewers but my friend who was potty training her male Yorkie wrapped and taped a potty pad around a bottle and set it on a potty pad that was on the floor. Didn’t take long for him to start lifting his lleg there. She did restrict his acess unill he got reliable with the bottle. I think she taped a pad to the wall too at first. Don’t know if that info helps you at all.
