I'm glad to hear that you are going to give it another try. Maybe he just needs more time to settle down into his new home, he is very young. But if for whatever reason, if you don't feel like you can love him with all your heart, then maybe it would be best for him to find a family that can.
I don't mean that in a bad way, I understand where you are coming from. A dog that is always causing tension in the family or always in trouble for something or other really deserves a home where he can just be himself. (a dog shouldn't live his life being a "bad dog! Stop that!", you know what I mean?)
Sadly not every dog fits smoothly into every family- they have different personalities just like we do... sometimes it's just not an easy fit.
