It's hard, cause shelters spay/neuter - always.
There is no exception that this person is trustworthy
And won't breed a zillion more dogs. Sadly, we all
get punished for the bad few. On the other hand,
It goes back to standards for show dogs are a bit
ridiculous. | All dogs should be spayed and neutered so there is no issues with that! Certainly not a punishment.
