LOL, oh the puppy hood memories lol, do as you did, lasso him up and take him out and stay out until he goes, a rain coat will keep his coat dry, he will get use to rain. My guy is 7 yo, I open the door, he smells the rain and won't go out but, he will not make in the house, he'll wait until he can't hold it any more, then he'll go out, I have a covered porch, it doesn't get wet just the smell of rain causes him to not want to go out lol.
You can try the booties, that has to be started now, when they are young, be consistent with putting them on him when he kicks them off, training to wear booties is not an over night thing, much patience is needed and consistency is a must.
