Yeah, I would agree with those who say get an exercise pen and limit their freedom when you're not directly supervising. A crate and comfy bed on one side and a pee pad on the other. Since dogs don't like to soil where they sleep if they have a choice, they will go as far away from their bed as possible and pee on the pee pad. Continue to take them out at regular times (mornings, immediately after meals), and leave them in the Xpen at all times you're not directly supervising. Do this until they earn your trust to freely move about house.
